नाराजके जनपदे स्वकं भवति कस्यचित् | मत्स्या इव नरा नित्यं भक्षयन्ति परस्परम् || २-६७-३१

In a country where there is no king, no one can own anything and, like fish, people devour one another ceaselessly. [2-67-31]

The atheists, who were separated from their right path and who had been tormented; with punishment earlier by the king, are now without fear and are able to exercise their old temperament (due to anarchy). [2-67-32]
