राज्ञाम उपायाश चत्वारॊ बुद्धिमन्त्रः पराक्रमः निग्रहानुग्रहौ चैव दाक्ष्यं तत कार्यसाधनम ॥ ३-१४९-४१ ॥
'Spies are crucial auxiliaries to the king; success is achieved through tact, diplomacy, valor, punishment, favor, and cleverness. These can be employed individually or in combination—through conciliation, gifts, sowing dissension, chastisement, and observation.' ॥ 3-149-41 ॥

rAjJAma upAyAza catvArò buddhimantraH parAkramaH nigrahAnugrahau caiva dAkSyaM tata kAryasAdhanama ॥ 3-149-41 ॥
hk transliteration by Sanscriptसाम्ना दानेन भेदेन दन्देनॊपेक्षणेन च साधनीयानि कार्याणि समास वयास यॊगतः ॥ ३-१४९-४२ ॥
'Through conciliation (persuasion), giving (gifts), creating division, and punishment or force, tasks/objectives should be accomplished, through summary and detailed approaches.' ॥ 3-149-42 ॥

sAmnA dAnena bhedena dandenòpekSaNena ca sAdhanIyAni kAryANi samAsa vayAsa yògataH ॥ 3-149-42 ॥
hk transliteration by Sanscriptमन्त्रमूला नयाः सर्वे चाराश च भरतर्षभ सुमन्त्रितैर नयैः सिद्धिस तद्विदैः सह मन्त्रयेत ॥ ३-१४९-४३ ॥
'O chief of the Bharatas, diplomacy is the foundation of polity, and it is also the primary skill of spies. When polity is properly assessed, it leads to success. Therefore, in matters of governance, one should always seek the counsel of the Brahmanas.' ॥ 3-149-43 ॥

'In matters of secrecy, one should not consult a woman, a drunkard, a child, a greedy person, a weak-minded individual, or someone showing signs of madness.' ॥ 3-149-44 ॥

satriyA mUdhena lubdhena bAlena laghunA tathA na mantrayeta guhyAni yeSu cònmAda lakSaNama ॥ 3-149-44 ॥
hk transliteration by Sanscriptमन्त्रयेत सह विद्वद्भिः शक्तैः कर्माणि कारयेत सनिग्धैश च नीतिविन्यासान मूर्खान सर्वत्र वर्जयेत ॥ ३-१४९-४५ ॥
'Only wise men should be consulted, and tasks should be carried out through capable officers. Polity should be implemented by those who are trustworthy and well-intentioned, while fools must be excluded from all matters.' ॥ 3-149-45 ॥
