मन्त्रमूला नयाः सर्वे चाराश च भरतर्षभ सुमन्त्रितैर नयैः सिद्धिस तद्विदैः सह मन्त्रयेत ।। ३-१४९-४३ ।।

sanskrit

'O chief of the Bharatas, diplomacy is the foundation of polity, and it is also the primary skill of spies. When polity is properly assessed, it leads to success. Therefore, in matters of governance, one should always seek the counsel of the Brahmanas.' ।। 3-149-43 ।।

english translation

mantramUlA nayAH sarve cArAza ca bharatarSabha sumantritaira nayaiH siddhisa tadvidaiH saha mantrayeta || 3-149-43 ||
