Both the king and the kṣattā (Vidura), though eminent, would remain constrained while Bhīṣma stands in authority. But this noble man, by virtue of his knowledge of dharma, does not desire kingship—this best of men, born by the river.

But this kingdom belongs to Pāṇḍu and is not to be violated; today his sons alone are entitled to it, none others. This entire realm is the Pāṇḍavas’ ancestral inheritance, to be transmitted through sons and grandsons.

Whatever the foremost of the Kurus—the great-souled Devavrata (Bhīṣma), steadfast in truth and wise—declares, all that should be accepted by us without violating dharma, by those committed to upholding their own duty.
english translation
And with the consent of the great-vowed one (Bhīṣma), the king should likewise state what Vidura says. That should be carried out by appointing well-wishers to the task, keeping dharma foremost for a long duration.

This sovereignty of the Kurus is rightfully obtained; Yudhiṣṭhira, the son of Dharma, should indeed govern it—having been urged by King Dhṛtarāṣṭra and endorsed by the son of Śantanu (Bhīṣma) as well.
