यथागमं च योराजासमयंविचिकीर्षति । बुध्यतेसचिवान्बध्यासुहृदश्चानुपश्यति ॥ ६-६३-८

"A king who wishes to execute am agreement as per law, understands it through his own intellect as well as the counsellors and discovers it through his friends, is on a right course." ॥ 6-63-8॥
