शासनाद्वाऽपिमोक्षाद्वा स्तेनः स्तेयाद्विमुच्यते । राजात्वशासन्पापस्य तदवाप्नोति किल्बिषम् ॥ ४-१८-३२

sanskrit

'Either by punishment or by clemency a thief will be absolved from sin, but the king who does not impose proper punishment will derive the blot of that sin. ॥ 4-18-32॥

english translation

zAsanAdvA'pimokSAdvA stenaH steyAdvimucyate । rAjAtvazAsanpApasya tadavApnoti kilbiSam ॥ 4-18-32
