न तत्र राजा राजेन्द्र न दण्डो न च दण्डिकाः । स्वधर्मेणैव धर्मं च ते रक्षन्ति परस्परम्॥६-१२-३६॥
There is no king there, O lord of kings—no punitive authority and no enforcers. By their own dharma alone, they protect dharma and one another.
