एकदा मुनयस्ते तु सरस्वत्सलिलाप्लुताः । हुत्वाग्नीन् सत्कथाश्चक्रुरुपविष्टाः सरित्तटे ।। ४-१४-३६ ।।

Once upon a time, the same saintly persons, after taking their bath in the river Sarasvatī, began to perform their daily duties by offering oblations into the sacrificial fires. After this, sitting on the bank of the river, they began to talk about the transcendental person and His pastimes. ।। 4-14-36 ।।

english translation

एक बार ये ही ऋषि सरस्वती नदी में स्नान करके यज्ञ-अग्नि में आहुति डालने का अपना नित्य कर्म कर रहे थे। इसके पश्चात् नदी के तट पर बैठ कर वे दिव्य पुरुष तथा उनकी लीलाओं के विषय में चर्चा करने लगे। ।। ४-१४-३६ ।।

वीक्ष्योत्थितान्महोत्पातानाहुर्लोकभयङ्करान् । अप्यभद्रमनाथाया दस्युभ्यो न भवेद्भुवः ।। ४-१४-३७ ।।

In those days there were various disturbances in the country that were creating a panic in society. Therefore all the sages began to talk amongst themselves: Since the King is dead and there is no protector in the world, misfortune may befall the people in general on account of rogues and thieves. ।। 4-14-37 ।।

english translation

उन दिनों देश में अनेक उपद्रव हो रहे थे जिनसे समाज में आतंक उत्पन्न हो रहा था। अत: सभी मुनि परस्पर बातें करने लगे : चूँकि राजा मर चुका है और संसार का कोई रक्षक नहीं है, अत: चोर-उचक्कों के कारण प्रजा पर विपत्ति आ सकती है। ।। ४-१४-३७ ।।

एवं मृशन्त ऋषयो धावतां सर्वतोदिशम् । पांसुः समुत्थितो भूरिश्चोराणामभिलुम्पताम् ।। ४-१४-३८ ।।

When the great sages were carrying on their discussion in this way, they saw a dust storm arising from all directions. This storm was caused by the running of thieves and rogues, who were engaged in plundering the citizens.।। 4-14-38 ।।

english translation

जब ऋषिगण इस प्रकार विचार-विर्मश कर रहे थे तो उन्होंने चारों दिशाओं से धूल की आँधी उठती देखी। यह आँधी उन चोर-उचक्कों के दौड़ा-भागी से उत्पन्न हुई थी जो नागरिकों को लूट रहे थे। ।। ४-१४-३८ ।।

तदुपद्रवमाज्ञाय लोकस्य वसु लुम्पताम् । भर्तर्युपरते तस्मिन्नन्योन्यं च जिघांसताम् ।। ४-१४-३९ ।।

Upon seeing the dust storm, the saintly persons could understand that there were a great deal of irregularities due to the death of King Vena. Without government, the state was devoid of law and order, ।। 4-14-39 ।।

उस अंधड़ को देखकर साधु पुरुषों ने समझ लिया कि राजा वेन की मृत्यु के कारण अत्यधिक अव्यवस्था फैल गई है। बिना सरकार के राज्य कानून तथा व्यवस्था से विहीन हो जाता है, ।। ४-१४-३९ ।।

tadupadravamAjJAya lokasya vasu lumpatAm | bhartaryuparate tasminnanyonyaM ca jighAMsatAm || 4-14-39 ||

चोरप्रायं जनपदं हीनसत्त्वमराजकम् । लोकान् नावारयञ्छक्ता अपि तद्दोषदर्शिनः ।। ४-१४-४० ।।

And consequently there was a great uprising of murderous thieves and rogues, who were plundering the riches of the people in general. Although the great sages could subdue the disturbance by their powers — just as they could kill the King — they considered it improper on their part to do so. Thus they did not attempt to stop the disturbance. ।। 4-14-40 ।।

english translation

फलत: उन घातक चोर-उचक्कों का प्राबल्य हो उठा जो प्रजा की सम्पत्ति को लूट रहे थे। यद्यपि ऋषिगण इस उपद्रव को अपनी शक्ति से रोक सकते थे—जिस प्रकार उन्होंने राजा का वध किया था—किन्तु उन्होंने ऐसा करना अनुचित समझा। अत: उन्होंने उपद्रव को रोकने का कोई प्रयास नहीं किया। ।। ४-१४-४० ।।
