वीक्ष्योत्थितान्महोत्पातानाहुर्लोकभयङ्करान् । अप्यभद्रमनाथाया दस्युभ्यो न भवेद्भुवः ॥ ४-१४-३७ ॥

In those days there were various disturbances in the country that were creating a panic in society. Therefore all the sages began to talk amongst themselves: Since the King is dead and there is no protector in the world, misfortune may befall the people in general on account of rogues and thieves. ॥ 4-14-37 ॥

english translation

उन दिनों देश में अनेक उपद्रव हो रहे थे जिनसे समाज में आतंक उत्पन्न हो रहा था। अत: सभी मुनि परस्पर बातें करने लगे : चूँकि राजा मर चुका है और संसार का कोई रक्षक नहीं है, अत: चोर-उचक्कों के कारण प्रजा पर विपत्ति आ सकती है। ॥ ४-१४-३७ ॥
