Srimad Bhagavatam
यैस्तत्त्वभेदैरधिलोकनाथो लोकानलोकान् सह लोकपालान् । अचीक्लृपद्यत्र हि सर्वसत्त्वनिकायभेदोऽधिकृतः प्रतीतः ॥ ३-५-८ ॥
The Supreme King of all kings has created different planets and places of habitation where living entities are situated in terms of the modes of nature and work, and He has created their different kings and rulers. ॥ 3-5-8 ॥
english translation
समस्त राजाओं के परम राजा ने विभिन्न लोकों की तथा आवास स्थलों की सृष्टि की जहाँ प्रकृति के गुणों और कर्म के अनुसार सारे जीव स्थित है और उन्होंने उनके विभिन्न राजाओं तथा शासकों का भी सृजन किया। ॥ ३-५-८ ॥
