एतावाञ्जीवलोकस्य संस्थाभेदः समाहृतः । धर्मस्य ह्यनिमित्तस्य विपाकः परमेष्ठ्यसौ ॥ ३-१०-९ ॥
Lord Brahmā is the most exalted personality in the universe because of his causeless devotional service unto the Lord in mature transcendental knowledge. He therefore created all the fourteen planetary divisions for inhabitation by the different types of living entities. ॥ 3-10-9 ॥

परिपक्व दिव्य ज्ञान में भगवान् की अहैतुकी भक्ति के कारण ब्रह्माजी ब्रह्माण्ड में सर्वोच्च पुरुष हैं। इसीलिए उन्होंने विभिन्न प्रकार के जीवों के निवास स्थान के लिए चौदह लोकों का सृजन किया। ॥ ३-१०-९ ॥
