अथ शक्तिचालनीमुद्राकथनम् । मूलाधारे आत्मशक्तिः कुण्डली परदेवता । शयिता भुजगाऽऽकारा सार्धत्रिवलयाऽन्विता ॥३-६१॥

In the Muladhar Chakra of the human body, in the form of the supreme deity, the main power of the soul i.e. Kundalini Shakti remains asleep like a snake wrapped in three and a half coils (just as a snake coils and sits).

यावत्सा निद्रिता देहे तावज्जीवः पशुर्यथा । ज्ञानं न जायते तावत्कोटियोगं समभ्यसेत् ॥३-६२॥

sanskrit

As long as the Kundalini Shakti remains dormant in the body, the seeker keeps roaming like an animal without knowledge. Even if he practices innumerable yoga practices, he still does not attain knowledge.

उद्घाटयेत् कपाटञ्च यथा कुञ्चिकया हठात् । कुण्डलिन्या: प्रबोधेन ब्रह्मद्वारं प्रभेदयेत् ।।३-६३।।

Just as we forcefully open a locked door with a key. In the same way, when the Kundalini Shakti is awakened, we can easily penetrate the Brahmagranthi, that is, we can open the Brahmadwar.

नाभिं संवेष्ट्य वस्त्रेण न च नग्नो बहिः स्थितः । गोपनीयगृहे स्थित्वा शक्तिचालनमभ्यसेत् ॥३-६४॥

sanskrit

To practice Shakti Chalana Mudra, the seeker has to wrap a cloth over his navel area. The seeker should neither do this work outside in the open nor should do it completely naked. Its practice should be done completely in a secret place.

वितस्तिप्रमितं दीर्घं विस्तारे चतुरङ्गुलम् । मृदुलं धवलं सूक्ष्मं वेष्टनाम्बरलक्षणम् ॥३-६५॥

sanskrit

A vita i.e. a billat (about nine to twelve inches long) long and four fingers (about three inches) wide, soft and thin white cloth should be wrapped over the navel.
