यानत्रेरुत्पातान्गर्गः प्रोवाच तानहं वक्ष्ये । तेषां संक्षेपो अयं प्रकृतेरन्यत्वं उत्पातः ॥ ४६-०१ ॥
I shall now proceed to state the laws relating to portents (utpāta) which Bhagavān Garga taught to Atri; what follows is a summary of the same.

yAnatrerutpAtAngargaH provAca tAnahaM vakSye । teSAM saMkSepo ayaM prakRteranyatvaM utpAtaH ॥ 46-01 ॥
hk transliteration by Sanscriptअपचारेण नराणां उपसर्गः पापसञ्चयाद्भवति । संसूचयन्ति दिव्यऽन्तरिक्षभौमास्त उत्पाताः ॥ ४६-०२ ॥
Mankind, because of their sins, suffer misfortunes, and the approach of these is indicated by portents, stellar, atmospheric and terrestrial.
english translation
apacAreNa narANAM upasargaH pApasaJcayAdbhavati । saMsUcayanti divya'ntarikSabhaumAsta utpAtAH ॥ 46-02 ॥
hk transliteration by Sanscriptमनुजानां अपचारादपरक्ता देवताः सृजन्त्येतान् । तत्प्रतिघाताय नृपः शान्तिं राष्ट्रे प्रयुञ्जीत ॥ ४६-०३ ॥
Mankind, by their misdeeds, offend the Devas, and the Devas send down portents to indicate their displeasure; the king shall perform expiatory rites for the redress of the miseries which otherwise are sure to befall mankind.
english translation
manujAnAM apacArAdaparaktA devatAH sRjantyetAn । tatpratighAtAya nRpaH zAntiM rASTre prayuJjIta ॥ 46-03 ॥
hk transliteration by Sanscriptदिव्यं ग्रहऋक्षवैकृतं उल्कानिर्घातपवनपरिवेषाः । गन्धर्वपुरपुरन्दरचापऽदि यदान्तरिक्षं तत् ॥ ४६-०४ ॥
Unusual phenomena connected with the planets and stars are known as stellar portents. Meteors, thunderbolts, tempests, halos, cloud-castles, rainbows and the like are known as atmospheric portents.

divyaM grahaRkSavaikRtaM ulkAnirghAtapavanapariveSAH । gandharvapurapurandaracApa'di yadAntarikSaM tat ॥ 46-04 ॥
hk transliteration by Sanscriptभौमं चरस्थिरभवं तत्शान्तिभिराहतं शमं उपैति । नाभसं उपैति मृदुतां शाम्यति नो दिव्यं इत्येके ॥ ४६-०५ ॥
Any unusual phenomena connected with both movable and immovable terrastrial objects are known as terrestial portents. The effects of these can be avoided by means of expiatory rites, whereas the effects of atmospheric portents can only be softened by such ceremonies, and in the opinion of some the effects of stellar portents cannot be avoided by any means.

bhaumaM carasthirabhavaM tatzAntibhirAhataM zamaM upaiti । nAbhasaM upaiti mRdutAM zAmyati no divyaM ityeke ॥ 46-05 ॥
