महर्षिस्तमुपासीनं प्रश्रयावनतं क्षितौ । प्रतिपूज्य महाराज समाभाष्येदमब्रवीत् ।। ६-१४-१६ ।।

sanskrit

O King Parīkṣit, when Citraketu, bent low in humility, was seated at the lotus feet of the great sage, the sage congratulated him for his humility and hospitality. The sage addressed him in the following words. ।। 6-14-16 ।।

english translation

हे राजा परीक्षित! जब चित्रकेतु विनीत भाव से नत होकर ऋषि के चरण-कमलों के निकट बैठ गया तो ऋषि ने उसकी विनयशीलता तथा उनके आतिथ्य के लिए साधुवाद दिया और उसे निम्नलिखित शब्दों से सम्बोधित किया। ।। ६-१४-१६ ।।

अङ्गिरा उवाच अपि तेऽनामयं स्वस्ति प्रकृतीनां तथाऽऽत्मनः । यथा प्रकृतिभिर्गुप्तः पुमान् राजापि सप्तभिः ।। ६-१४-१७ ।।

sanskrit

The great sage Aṅgirā said: My dear King, I hope that your body and mind and your royal associates and paraphernalia are well. When the seven properties of material nature [the total material energy, the ego and the five objects of sense gratification] are in proper order, the living entity within the material elements is happy. Without these seven elements one cannot exist. Similarly, a king is always protected by seven elements — his instructor (svāmī or guru), his ministers, his kingdom, his fort, his treasury, his royal order and his friends. ।। 6-14-17 ।।

english translation

ऋषि अंगिरा ने कहा—हे राजन्! आशा है कि तुम अपने शरीर तथा मन और अपने राज्य-पार्षदों तथा सामग्री सहित कुशल से हो। जब प्रकृति के सातों गुण [सम्पूर्ण भौतिक शक्ति (माया), अहंकार तथा इन्द्रियतृप्ति के पाँचों पदार्थ] अपने-अपने क्रम में ठीक रहते हैं, तो भौतिक तत्त्वों के भीतर जीवात्मा सुखी रहता है। इन सात तत्त्वों के बिना कोई रह नहीं सकता। इसी प्रकार राजा सात तत्त्वों द्वारा सदा आरक्षित रहता है। ये तत्त्व हैं—उसका उपदेशक (स्वामी या गुरु), उसके मंत्री, उसका राज्य, उसका दुर्ग, उसका कोष, उसके राज्याधिकार तथा उसके मित्र। ।। ६-१४-१७ ।।

आत्मानं प्रकृतिष्वद्धा निधाय श्रेय आप्नुयात् । राज्ञा तथा प्रकृतयो नरदेवाहिताधयः ।। ६-१४-१८ ।।

sanskrit

O King, O lord of humanity, when a king directly depends upon his associates and follows their instructions, he is happy. Similarly, when his associates offer their gifts and activities to the king and follow his orders, they are also happy. ।। 6-14-18 ।।

english translation

हे राजन्, हे मानवता के ईश! जब राजा अपने पार्षदों पर प्रत्यक्षत: आश्रित रहता है और उनके आदेशों का पालन करता है, तो वह सुखी रहता है। इसी प्रकार जब पार्षद राजा को भेंटें प्रदान करते हैं और उसकी आज्ञाओं का पालन करते हैं, तो वे भी सुखी रहते हैं। ।। ६-१४-१८ ।।

अपि दाराः प्रजामात्या भृत्याः श्रेण्योऽथ मन्त्रिणः । पौरा जानपदा भूपा आत्मजा वशवर्तिनः ।। ६-१४-१९ ।।

sanskrit

O King, are your wives, citizens, secretaries and servants and the merchants who sell spices and oil under your control? Are you also in full control of ministers, the inhabitants of your palace, your provincial governors, your sons and your other dependents? ।। 6-14-19 ।।

english translation

हे राजन्! तुम्हारी पत्नियाँ, नागरिक, सचिव तथा सेवक एवं मसाले तथा तेल के विक्रेता व्यापारी तुम्हारे वश में तो हैं? तुमने अपने मंत्रियों, महल के निवासियों (पुरवासियों), अपने राज्यपालों, अपने पुत्रों तथा अन्य आश्रितों को अपने नियंत्रण में तो कर रखा है? ।। ६-१४-१९ ।।

यस्यात्मानुवशश्चेत्स्यात्सर्वे तद्वशगा इमे । लोकाः सपाला यच्छन्ति सर्वे बलिमतन्द्रिताः ।। ६-१४-२० ।।

sanskrit

If the king’s mind is fully controlled, all his family members and governmental officers are subordinate to him. His provincial governors present taxes on time, without resistance, and what to speak of lesser servants? ।। 6-14-20 ।।

english translation

यदि राजा का मन अपने वश में रहता है, तो उसके समस्त पारिवारिक प्राणी एवं राज- अधिकारी उसके अधीन रहते हैं। उसके प्रान्तपालक (राज्यपाल) समय पर अवरोध-रहित कर प्रस्तुत करते हैं, छोटे-छोटे सेवकों की तो कोई बात ही नहीं है। ।। ६-१४-२० ।।
