वसु काल उपादत्ते काले चायं विमुञ्चति । समः सर्वेषु भूतेषु प्रतपन् सूर्यवद्विभुः ।। ४-१६-६ ।।

sanskrit

This King Pṛthu will be as powerful as the sun-god, and just as the sun-god equally distributes his sunshine to everyone, King Pṛthu will distribute his mercy equally. Similarly, just as the sun-god evaporates water for eight months and, during the rainy season, returns it profusely, this King will also exact taxes from the citizens and return these monies in times of need. ।। 4-16-6 ।।

english translation

यह राजा पृथु सूर्यदेव के समान प्रतापी होगा और जिस प्रकार सूर्यदेव हर एक को समान रूप से अपना प्रकाश वितरित करता है, उसी तरह राजा पृथु अपनी कृपा सबों को संवितरित करेगा। जिस प्रकार सूर्यदेव आठ मास तक जल को वाष्पित करता है और वर्षा ऋतु में प्रचुर मात्रा में उसको लौटा देता है, उसी प्रकार यह राजा भी नागरिकों से कर वसूल करेगा और आवश्यकता के समय इस धन को लौटा देगा। ।। ४-१६-६ ।।
