Shiva Purana
शास्ता शेषस्य जगतस्तत्त्वं नैव चतुर्मुखः ॥ नान्ये च केवलं शम्भुस्सर्वशास्ता न संशयः॥ ६१॥
You and the four-faced Brahmā are not the rulers of the world. Nor any one else is the ruler. Śiva is certainly the ruler of all.
english translation
zAstA zeSasya jagatastattvaM naiva caturmukhaH ॥ nAnye ca kevalaM zambhussarvazAstA na saMzayaH॥ 61॥
