कालश् च सकृद् अभ्येति यं नरं काल काङ्क्षिणम् । दुर्लभः स पुनस् तस्य कालः कर्म चिकीर्षतः ॥
"An opportunity will only once offer itself to a man who is waiting for it, and will not come a second time when he may be desirous of accomplishing his work."
english translation
kAlaz ca sakRd abhyeti yaM naraM kAla kAGkSiNam । durlabhaH sa punas tasya kAlaH karma cikIrSataH ॥
hk transliteration by Sanscriptप्रकृति कोपकम् अधर्मिष्ठम् अनैकान्तिकं च एतद् इति कौटिल्यः ॥
"But it is," says Kautilya, "unrighteous to do an act which excites popular fury; nor is it an accepted rule.
english translation
prakRti kopakam adharmiSTham anaikAntikaM ca etad iti kauTilyaH ॥

He shall, therefore, install in the kingdom such a son of the king as is possessed of amiable qualities.

In the absence of a prince of good character, he may place before himself a wicked prince, or a princess, or the pregnant queen, and tell the other ministers:--„This is your caste (kshepa); look to the father of this (boy) as well as to your own valour and descent; this (boy) is merely a flag; and yourselves are the lords; pray, how shall I act‟?"

saMpanna abhAve avyasaninaM kumAraM rAja kanyAM garbhiNIM devIM vA puras kRtya mahA mAtrAn saMnipAtya brUyAt "ayaM vo nikSepaH, pitaram asya avekSadhvaM sattva abhijanam Atmanaz ca, dhvaja mAtro ayaM bhavanta eva svAminaH, kathaM vA kriyatAm" iti ॥
hk transliteration by Sanscriptतथा ब्रुवाणं योग पुरुषा ब्रूयुः "को अन्यो भवत् पुरोगाद् अस्माद् राज्ञश् चातुर्वर्ण्यम् अर्हति पालयितुम्" इति ॥
As he is saying this, others, taken in confidence before, shall say in reply:--"Who else than the one of your lead is capable of protecting the mass of the people of the four castes of the king" ?
