संपन्न अभावे अव्यसनिनं कुमारं राज कन्यां गर्भिणीं देवीं वा पुरस् कृत्य महा मात्रान् संनिपात्य ब्रूयात् "अयं वो निक्षेपः, पितरम् अस्य अवेक्षध्वं सत्त्व अभिजनम् आत्मनश् च, ध्वज मात्रो अयं भवन्त एव स्वामिनः, कथं वा क्रियताम्" इति ॥
In the absence of a prince of good character, he may place before himself a wicked prince, or a princess, or the pregnant queen, and tell the other ministers:--„This is your caste (kshepa); look to the father of this (boy) as well as to your own valour and descent; this (boy) is merely a flag; and yourselves are the lords; pray, how shall I act‟?"
