सम्भवन्ति हि भद्राणि विपरीतानि चानघाः । कारिणां गुणसङ्गोऽस्ति देहवान् न ह्यकर्मकृत् ॥ ६-१-४४ ॥
O inhabitants of Vaikuṇṭha, you are sinless, but those within this material world are all karmīs, whether acting piously or impiously. Both kinds of action are possible for them because they are contaminated by the three modes of nature and must act accordingly. One who has accepted a material body cannot be inactive, and sinful action is inevitable for one acting under the modes of material nature. Therefore all the living entities within this material world are punishable. ॥ 6-1-44 ॥

हे वैकुण्ठवासियों! तुम लोग निष्पाप हो, किन्तु इस भौतिक जगत के भीतर रहने वाले सारे वासी कर्मी हैं, चाहे वे शुभ कर्म कर रहे हों या अशुभ। ये दोनों प्रकार के कर्म उनके लिए सम्भव हैं, क्योंकि वे प्रकृति के तीनों गुणों द्वारा कलुषित रहते हैं और उन्हें तदनुसार कर्म करना पड़ता है। जिसने भी भौतिक शरीर अपनाया है, वह निष्क्रिय नहीं हो सकता और प्रकृति के तीन गुणों के अधीन कर्म करने वाले के लिए पापकर्म से बच पाना असम्भव है। इसलिए इस जगत के सारे जीव दण्डनीय हैं। ॥ ६-१-४४ ॥
