Srimad Bhagavatam
अधोऽसुराणां नागानां भूमेरोकोऽसृजत्प्रभुः । त्रिलोक्यां गतयः सर्वाः कर्मणां त्रिगुणात्मनाम् ॥ ११-२४-१३ ॥
Lord Brahmā created the region below the earth for the demons and the Nāga snakes. In this way the destinations of the three worlds were arranged as the corresponding reactions for different kinds of work performed within the three modes of nature. ॥ 11-24-13 ॥
english translation
भगवान ब्रह्मा ने राक्षसों और नाग सांपों के लिए पृथ्वी के नीचे का क्षेत्र बनाया। इस प्रकार तीनों लोकों के गंतव्यों को प्रकृति के तीन गुणों के भीतर किए गए विभिन्न प्रकार के कार्यों के अनुरूप प्रतिक्रियाओं के रूप में व्यवस्थित किया गया। ॥ ११-२४-१३ ॥
