राज्ञो हि परमो धर्मः स्वधर्मस्थानुपालनम् । शासतोऽन्यान् यथाशास्त्रमनापद्युत्पथानिह ॥ १-१७-१६ ॥
The supreme duty of the ruling king is to give all protection to law-abiding persons and to chastise those who stray from the ordinances of the scriptures in ordinary times, when there is no emergency. ॥ 1-17-16 ॥

शासक का यह परम धर्म है कि कानून-पालन करने वाले व्यक्तियों को सभी प्रकार से संरक्षण प्रदान करे और जो सामान्य दिनों में, जब आपात्काल नहीं रहता, शास्त्रों के अध्यादेशों से विपथ हो जाते हैं, उन्हें दण्ड दे। ॥ १-१७-१६ ॥

धर्म उवाच एतद्वः पाण्डवेयानां युक्तमार्ताभयं वचः । येषां गुणगणैः कृष्णो दौत्यादौ भगवान् कृतः ॥ १-१७-१७ ॥
The personality of religion said: These words just spoken by you befit a person of the Pāṇḍava dynasty. Captivated by the devotional qualities of the Pāṇḍavas, even Lord Kṛṣṇa, the Personality of Godhead, performed duties as a messenger. ॥ 1-17-17 ॥

धर्म ने कहा : अभी आपने जो शब्द कहे हैं, वे पाण्डववंशीय व्यक्ति के लिए सर्वथा उपयुक्त हैं। पाण्डवों के भक्तिपूर्ण गुणों से मोहित होकर ही, भगवान् कृष्ण ने दूत का कर्तव्य निभाया। ॥ १-१७-१७ ॥

न वयं क्लेशबीजानि यतः स्युः पुरुषर्षभ । पुरुषं तं विजानीमो वाक्यभेदविमोहिताः ॥ १-१७-१८ ॥
O greatest among human beings, it is very difficult to ascertain the particular miscreant who has caused our sufferings, because we are bewildered by all the different opinions of theoretical philosophers. ॥ 1-17-18 ॥

हे पुरुषश्रेष्ठ, यह निश्चित कर पाना अत्यन्त कठिन है कि किस दुष्ट ने हमें कष्ट पहुँचाया है, क्योंकि हम सैद्धान्तिक दार्शनिकों के भिन्न-भिन्न मतों से भ्रमित हैं। ॥ १-१७-१८ ॥

केचिद्विकल्पवसना आहुरात्मानमात्मनः । दैवमन्ये परे कर्म स्वभावमपरे प्रभुम् ॥ १-१७-१९ ॥
Some of the philosophers, who deny all sorts of duality, declare that one’s own self is responsible for his personal happiness and distress. Others say that superhuman powers are responsible, while yet others say that activity is responsible, and the gross materialists maintain that nature is the ultimate cause. ॥ 1-17-19 ॥

सभी प्रकार के द्वैत से इनकार करनेवाले कतिपय दार्शनिक यह घोषित करते हैं कि मनुष्य अपने सुख तथा दुख के लिए स्वयं ही उत्तरदायी हैं। अन्य लोग कहते हैं कि दैवी शक्तियाँ इसके लिए जिम्मेदार हैं, जबकि कुछ ऐसे भी लोग हैं, जो कहते हैं कि इसके लिए कर्म जिम्मेदार है और जो निपट भौतिकतावादी हैं, वे मानते हैं कि प्रकृति ही इसका अन्तिम कारण है। ॥ १-१७-१९ ॥

अप्रतर्क्यादनिर्देश्यादिति केष्वपि निश्चयः । अत्रानुरूपं राजर्षे विमृश स्वमनीषया ॥ १-१७-२० ॥
There are also some thinkers who believe that no one can ascertain the cause of distress by argumentation, nor know it by imagination, nor express it by words. O sage amongst kings, judge for yourself by thinking over all this with your own intelligence. ॥ 1-17-20 ॥

कुछ ऐसे भी चिन्तक हैं, जिनका विश्वास है कि न तो तर्क द्वारा कष्ट का कारण निश्चित किया जा सकता है, न उसे कल्पना से जाना जा सकता है, न ही शब्दों द्वारा उसे व्यक्त किया जा सकता है। हे राजर्षि, आप अपनी बुद्धि से यह सब सोचकर अपने आप निर्णय करें। ॥ १-१७-२० ॥
