शत्रुनीचग्रहांस्त्यक्त्वा कटुस्वस्थः सभार्गवः। लग्नेश्वरो बली यस्य स नरः पृथिवीपतिः॥३॥

Note the planets which occupy their inimical or depression houses. If the lord of the Lagna and Venus occupy the 2nd house without being conjoined by any of the planets aforesaid, and at the same time be strong, the person born will rule over the earth.
