Arthashastra
पृष्टः प्रिय हितं ब्रूयान् न ब्रूयाद् अहितं प्रियम् । अप्रियं वा हितं ब्रूयात् शृण्वतो अनुमतो मिथः ॥
When asked, he should tell the king what is both good and pleasing, but not what is bad, though pleasing; if the king is pleased to listen, he may secretly tell what, though unpleasant, is good.
english translation
pRSTaH priya hitaM brUyAn na brUyAd ahitaM priyam । apriyaM vA hitaM brUyAt zRNvato anumato mithaH ॥
