लोक यात्राविद् राजानम् आत्म द्रव्य प्रकृति संपन्नं प्रिय हित द्वारेण आश्रयेत ॥
WHOEVER possesses enough experience of the world and its affairs may, through the influence of an interested friend, seek the favour of a king who is endowed with amiable qualities and is possessed of all the elements of sovereignty.
english translation
loka yAtrAvid rAjAnam Atma dravya prakRti saMpannaM priya hita dvAreNa Azrayeta ॥
hk transliteration by Sanscriptयं वा मन्येत "यथा अहम् आश्रय ईप्सुर् एवम् असौ विनय ईप्सुर् आभिगामिक गुण युक्तः" इति, द्रव्य प्रकृति हीनम् अप्य् एनम् आश्रयेत, न त्व् एव अनात्म संपन्नम् ॥
He may court the favour of any king provided he thinks:--Just as I am in need of a patron, so is this king possessed of a taste for good advice and is of amiable character. He may even court the favour of such a king as is poor and destitute of the elements of sovereignty, but never, of such a one as is of a depraved character.
english translation
yaM vA manyeta "yathA aham Azraya Ipsur evam asau vinaya Ipsur AbhigAmika guNa yuktaH" iti, dravya prakRti hInam apy enam Azrayeta, na tv eva anAtma saMpannam ॥
hk transliteration by Sanscriptअनात्मवा हि नीति शास्त्र द्वेषाद् अनर्थ्य संयोगाद् वा प्राप्य अपि महद् ऐश्वर्यं न भवति ॥
whoever, as a king, is destitute of good temper and amiable character cannot, by reason of his habitual hatred of the science of polity and an inborn proclivity to evil ways, maintain his sovereignty, though he is possessed of immense sovereign power.
english translation
anAtmavA hi nIti zAstra dveSAd anarthya saMyogAd vA prApya api mahad aizvaryaM na bhavati ॥

Having obtained admittance to an amiable king, he shall give the king instructions in sciences.
