उपधाभिः शुद्ध अमात्य वर्गो गूढ पुरुषान् उत्पादयेत् कापटिक उदास्थित गृह पतिक वैदेहक तापस व्यञ्जनान् सत्त्रि तीष्क्ण रसद भिक्षुकीश् च ॥
ASSISTED by the council of his ministers tried under espionage, the king shall proceed to create spies -Spies under the guise of a fraudulent disciple (kápatikachhátra), a recluse (udásthita), a householder (grihapaitika), a merchant (vaidehaka), an ascetic practising austerities (tápasa), a class-mate or a colleague (satri), a fire-brand (tíkshna), a poisoner (rasada), and a mendicant woman (bhikshuki).

upadhAbhiH zuddha amAtya vargo gUDha puruSAn utpAdayet kApaTika udAsthita gRha patika vaidehaka tApasa vyaJjanAn sattri tISkNa rasada bhikSukIz ca ॥
hk transliteration by Sanscriptपर मर्मज्ञः प्रगल्भश् छात्रः कापटिकः ॥
A skillful person capable of guessing the mind of others is a fraudulent disciple.
english translation
para marmajJaH pragalbhaz chAtraH kApaTikaH ॥
hk transliteration by Sanscriptतम् अर्थ मानाभ्यां प्रोत्साह्य मन्त्री ब्रूयात् "राजानं मां च प्रमाणं कृत्वा यस्य यद् अकुशलं पश्यसि तत् तदानीम् एव प्रत्यादिश" इति ॥
Having encouraged such a spy with honour and money rewards, the minister shall tell him, "sworn to the king and myself, thou shalt inform us of whatever wickedness thou findest in others."
english translation
tam artha mAnAbhyAM protsAhya mantrI brUyAt "rAjAnaM mAM ca pramANaM kRtvA yasya yad akuzalaM pazyasi tat tadAnIm eva pratyAdiza" iti ॥
hk transliteration by Sanscriptप्रव्रज्या प्रत्यवसितः प्रज्ञा शौच युक्त उदास्थितः ॥
One who is initiated in asceticism and is possessed of foresight and pure character is a recluse.
english translation
pravrajyA pratyavasitaH prajJA zauca yukta udAsthitaH ॥
hk transliteration by Sanscriptस वार्त्ता कर्म प्रदिष्टायां भूमौ प्रभूत हिरण्य अन्तेवासी कर्म कारयेत् ॥
This spy, provided with much money and many disciples, shall carry on agriculture, cattle-rearing, and trade (vártakarma) on the lands allotted to him for the purpose.
english translation
sa vArttA karma pradiSTAyAM bhUmau prabhUta hiraNya antevAsI karma kArayet ॥
