दुर्बलो राजा बलवता अभियुक्तस् तद् विशिष्ट बलम् आश्रयेत यम् इतरो मन्त्र शक्त्या न अतिसंदध्यात् ॥
WHEN a weak king is attacked by a powerful enemy, the former should seek the protection of one who is superior to his enemy and whom his enemy's power of deliberation for intrigue cannot affect.
english translation
durbalo rAjA balavatA abhiyuktas tad viziSTa balam Azrayeta yam itaro mantra zaktyA na atisaMdadhyAt ॥
hk transliteration by Sanscriptतुल्य मन्त्र शक्तीनाम् आयत्त सम्पदो वृद्ध सम्योगाद् वा विशेषः ॥
Of kings who are equal in the power of deliberation, difference should be sought in unchangeable prosperity and in association with the aged.

tulya mantra zaktInAm Ayatta sampado vRddha samyogAd vA vizeSaH ॥
hk transliteration by Sanscriptविशिष्ट बल अभावे सम बलैस् तुल्य बल संघैर् वा बलवतः सम्भूय तिष्ठेद् यान् न मन्त्र प्रभाव शक्तिभ्याम् अतिसंदध्यात् ॥
In the absence of a superior king, he should combine with a number of his equals who are equal in power to his enemy and whom his enemy's power of purse, army, and intrigue cannot reach.
english translation
viziSTa bala abhAve sama balais tulya bala saMghair vA balavataH sambhUya tiSThed yAn na mantra prabhAva zaktibhyAm atisaMdadhyAt ॥
hk transliteration by Sanscriptतुल्य मन्त्र प्रभाव शक्तीनां विपुल आरम्भतो विशेषः ॥
Of kings who are equally possessed of the power of purse, army, and intrigue, difference should be sought in their capacity for making vast preparations.

In the absence of equals, he should combine with a number of inferior kings who are pure and enthusiastic, who can oppose the enemy, and whom his enemy's power of purse, army, and intrigue cannot react.
