सम बल अभावे हीन बलैः शुचिभिर् उत्साहिभिः प्रत्यनीक भूतैर् बलवतः सम्भूय तिष्ठेद् यान् न मन्त्र प्रभाव उत्साह शक्तिभिर् अतिसंदध्यात् ॥

In the absence of equals, he should combine with a number of inferior kings who are pure and enthusiastic, who can oppose the enemy, and whom his enemy's power of purse, army, and intrigue cannot react.

english translation

sama bala abhAve hIna balaiH zucibhir utsAhibhiH pratyanIka bhUtair balavataH sambhUya tiSThed yAn na mantra prabhAva utsAha zaktibhir atisaMdadhyAt ॥
