तुल्य उत्साह शक्तीनां स्व युद्ध भूमि लाभाद् विशेषः ॥
Of kings who are equally possessed of enthusiasm and capacity for action, a difference should be sought in the opportunity of securing favourable battle fields.

tulya utsAha zaktInAM sva yuddha bhUmi lAbhAd vizeSaH ॥

Of kings who are equally possessed of favourable battle fields, difference should be sought in their ever being ready for war.

tulya bhUmInAM sva yuddha kAla lAbhAd vizeSaH ॥
hk transliteration by Sanscriptतुल्य देश कालानां युग्य शस्त्र आवरणतो विशेषः ॥
Of kings who are equal possessed of favourable battlefields and who are equally ready for war, difference should be sought in their possession of weapons and armour necessary for war.

hk transliteration by Sanscriptसहाय अभावे दुर्गम् आश्रयेत यत्र अमित्रः प्रभूत सैन्यो अपि भक्त यवस इन्धन उदक उपरोधं न कुर्यात् स्वयं च क्षय व्ययाभ्यां युज्येत ॥
In the absence of any such help, he should seek shelter inside a fort in which his enemy with a large army can offer no obstruction to the supply of food-stuff, grass, firewood and water, but would sustain a heavy loss of men and money.

sahAya abhAve durgam Azrayeta yatra amitraH prabhUta sainyo api bhakta yavasa indhana udaka uparodhaM na kuryAt svayaM ca kSaya vyayAbhyAM yujyeta ॥
hk transliteration by Sanscriptतुल्य दुर्गाणां निचय अपसारतो विशेषः ॥
When there are many forts, difference should be sought in their affording facility for the collection of stores and supplies.
