No ascetic other than a vánaprastha (forest-hermit), no company other than the one of local birth (sajátádanyassanghah), and no guilds of any kind other than local cooperative guilds (sámuttháyiká-danyassamayánubandhah) shall find entrance into the villages of the kingdom.

vAnaprasthAd anyaH pravrajita bhAvaH, sajAtAd anyaH saMghaH, sAmutthAyikAd anyaH samaya anubandho vA na asya jana padam upanivizeta ॥
