Shiva Purana
स्वाधिकारश्च सर्वेषां भूतचित्तप्रवर्तनम् ॥ असादृश्यं च सर्वस्य निर्माणं जगतः पृथक् ॥ ३८ ॥
The right to self-determination is the initiation of the minds of all beings. There is no similarity in the creation of everything separately from the universe.

svAdhikArazca sarveSAM bhUtacittapravartanam ॥ asAdRzyaM ca sarvasya nirmANaM jagataH pRthak ॥ 38 ॥
