Shiva Purana
तस्मान्ममार्थस्वातंत्र्यात्प्रधानः परमेश्वरः ॥ यदस्ति वस्तु तत्सर्वं गुणप्रधान्ययोगतः ॥ ४१ ॥
Therefore, because of my independence of purpose, the Supreme Lord is the chief. Everything that exists is due to the combination of the predominance of the modes of nature.

tasmAnmamArthasvAtaMtryAtpradhAnaH paramezvaraH ॥ yadasti vastu tatsarvaM guNapradhAnyayogataH ॥ 41 ॥
