Shiva Purana
नीलोत्पलादिष्वप्येतत्समानं बिल्बपत्रकैः ॥ पुष्पान्तरे न नियमो यथालाभं निवेदयेत् ॥ ४० ॥
The same is true of blue lotuses and other plants with bilba leaves. It is not a rule to offer whatever is available between flowers.
english translation
nIlotpalAdiSvapyetatsamAnaM bilbapatrakaiH ॥ puSpAntare na niyamo yathAlAbhaM nivedayet ॥ 40 ॥
