प्रीतो ऽस्मि परमोदार त्वं कर्ता ऽसि न संशयः । दण्डेन च प्रजा रक्ष मा च दण्डमकारणे ॥ 7-79-8 ॥
"I am pleased, O most generous one; you shall be that founder, there is no doubt. Protect the subjects with the rod of punishment, but do not inflict punishment without cause.
