Brihat Parashara Hora Shastra
बहवो लक्षणक्रान्ता ज्ञेयस्तेष्वधिकांशकः । अंशसाम्ये बलाधिक्याद् विज्ञेयो ब्रह्मखेचरः ॥ १७३॥
If there is parity in the degrees of such Grahas, the most powerful amongst them would become Brahm Grah.
english translation
bahavo lakSaNakrAntA jJeyasteSvadhikAMzakaH । aMzasAmye balAdhikyAd vijJeyo brahmakhecaraH ॥ 173॥
