"कोश मूलो हि दुर्ग संस्कारो दुर्ग रक्षणं जन पद मित्र अमित्र निग्रहो देश अन्तरितानाम् उत्साहनं दण्ड बल व्यवहारश् च ॥
by means of wealth, intrigue to capture an enemy's fort may be carried on; by means of wealth, the people, friends, and enemies can be kept under control; by means of it, outsiders can be encouraged and the establishment of the army and its operations conducted.
