तेषां मुण्ड जटिल व्यञ्जनैर् यो यद् भक्तिः कृत्य पक्षीयस् तं तेन उपजापयेत् ॥

Among them, each person should be secretly influenced (won over) through those outward signs—such as the shaven-headed or matted-haired appearance—according to the object of his devotion and the cause he supports.

english translation

teSAM muNDa jaTila vyaJjanair yo yad bhaktiH kRtya pakSIyas taM tena upajApayet ॥

यथा मद अन्धो हस्ती मत्तेन अधिष्ठितो यद् यद् आसादयति तत् सर्वं प्रमृद्नाति, एवम् अयम् अशास्त्र चक्षुर् अन्धो राजा पौर जानपद वधाय अभ्युत्थितः, शक्यम् अस्य प्रतिहस्ति प्रोत्साहनेन अपकर्तुम्, अमर्षः क्रियताम्" इति क्रुद्ध वर्गम् उपजापयेत् ॥

Just as a rut-maddened elephant, when mounted by another in rut, tramples down whatever it encounters, so too this blind king—blind to the guidance of the scriptures—has risen up for the destruction of townsmen and countryfolk. He can be overthrown through the encouragement of an opposing force. Therefore, let wrath be roused!

yathA mada andho hastI mattena adhiSThito yad yad AsAdayati tat sarvaM pramRdnAti, evam ayam azAstra cakSur andho rAjA paura jAnapada vadhAya abhyutthitaH, zakyam asya pratihasti protsAhanena apakartum, amarSaH kriyatAm" iti kruddha vargam upajApayet ॥

"यथा लीनः सर्पो यस्माद् भयं पश्यति तत्र विषम् उत्सृजति, एवम् अयं राजा जात दोष आशङ्कस् त्वयि पुरा क्रोध विषम् उत्सृजति, अन्यत्र गम्यताम्" इति भीत वर्गं उपजापयेत् ॥

Likewise alarmed persons may be won over by telling that „just as a hidden snake bites and emits poison over whatever alarms it, so this king apprehensive of danger from thee will ere long emit the poison of his resentment on thee; so thou mayest better go elsewhere.‟

"yathA lInaH sarpo yasmAd bhayaM pazyati tatra viSam utsRjati, evam ayaM rAjA jAta doSa AzaGkas tvayi purA krodha viSam utsRjati, anyatra gamyatAm" iti bhIta vargaM upajApayet ॥

"यथा श्व गणिनां धेनुः श्वभ्यो दुह्यते न ब्राह्मणेभ्यः, एवम् अयं राजा सत्त्व प्रज्ञा वाक्य शक्ति हीनेभ्यो दुह्यते न आत्म गुण सम्पन्नेभ्यः, असौ राजा पुरुष विशेषज्ञः, तत्र गम्यताम्" इति लुब्ध वर्गं उपजापयेत् ॥

Similarly ambitious persons may be won over by telling that „just as a cow reared by dog-keepers gives milk to dogs, but not to Bráhmans, so this king gives milk (rewards) to those who are devoid of valour, foresight, eloquence and bravery, but not to those who are possessed of noble character; so the other king who is possessed of power to discriminate men from men may be courted.‟

"yathA zva gaNinAM dhenuH zvabhyo duhyate na brAhmaNebhyaH, evam ayaM rAjA sattva prajJA vAkya zakti hInebhyo duhyate na Atma guNa sampannebhyaH, asau rAjA puruSa vizeSajJaH, tatra gamyatAm" iti lubdha vargaM upajApayet ॥

"यथा चण्डाल उद पानश् चण्डालानाम् एव उपभोग्यो न अन्येषाम्, एवम् अयं राजा नीचो नीचानाम् एव उपभोग्यो न त्वद्विधानाम् आर्याणाम्, असौ राजा पुरुष विशेषज्ञः, तत्र गम्यताम्" इति मानि वर्गम् उपजापयेत् ॥

In like manner haughty persons may be won over by telling that „just as a reservoir of water belonging to Chándálas is serviceable only to Chándálas, but not to others, so this king of low-birth confers his patronage only on low-born people, but not on Aryas like thee; so the other king who is possessed of power to distinguish between men and men may be courted.‟

"yathA caNDAla uda pAnaz caNDAlAnAm eva upabhogyo na anyeSAm, evam ayaM rAjA nIco nIcAnAm eva upabhogyo na tvadvidhAnAm AryANAm, asau rAjA puruSa vizeSajJaH, tatra gamyatAm" iti mAni vargam upajApayet ॥
