अनुज्ञात संधि पण उद्वेग करं बलवान् विजिगीषमाणो यतः स्व भूमिः स्व ऋतु वृत्तिश् च स्व सैन्यानाम्, अदुर्ग अपसारः शत्रुर् अपार्ष्णिर् अनासारश् च, ततो यायात् ॥
IN view of causing financial trouble to his protector, a powerful vassal king, desirous of making conquests, may, under the permission of his protector, march on countries where the formation of the ground and the climate are favourable for the manœuvre of his army, his enemy having neither forts, nor any other defensive works, and the conqueror himself having no enemies in the rear.

anujJAta saMdhi paNa udvega karaM balavAn vijigISamANo yataH sva bhUmiH sva Rtu vRttiz ca sva sainyAnAm, adurga apasAraH zatrur apArSNir anAsAraz ca, tato yAyAt ॥
hk transliteration by Sanscriptविपर्यये कृत प्रतीकारो यायात् ॥
Otherwise (in case of enemies in the rear), he should march after making provisions for the defence of his rear.
english translation
viparyaye kRta pratIkAro yAyAt ॥
hk transliteration by Sanscriptसाम दानाभ्यां दुर्बलान् उपनमयेत्, भेद दण्डाभ्यां बलवतः ॥
By means of conciliation and gifts, he should subdue weak kings; and by means of sowing the seeds of dissension and by threats, strong kings.

sAma dAnAbhyAM durbalAn upanamayet, bheda daNDAbhyAM balavataH ॥
hk transliteration by Sanscriptनियोग विकल्प समुच्चयैश् च उपायानाम् अनन्तर एक अन्तराः प्रकृतीः साधयेत् ॥
By adopting a particular, or an alternative, or all of the strategic means, he should subdue his immediate and distant enemies.

niyoga vikalpa samuccayaiz ca upAyAnAm anantara eka antarAH prakRtIH sAdhayet ॥
hk transliteration by Sanscriptग्राम अरण्य उपजीवि व्रज वणिक् पथ अनुपालनम् उज्झित अपसृत अपकारिणां च अर्पणम् इति सान्त्वम् आचरेत् ॥
He should observe the policy of conciliation by promising the protection of villages, of those who live in forests, of flocks of cattle, and of the roads of traffic as well as the restoration of those who have been banished or who have run away or who have done some harm.

grAma araNya upajIvi vraja vaNik patha anupAlanam ujjhita apasRta apakAriNAM ca arpaNam iti sAntvam Acaret ॥
