गृहीतान् पूर्व अपदान सहायान् अनुयुञ्जीत ॥

hk transliteration by Sanscriptपुराण चोर व्यञ्जना वा चोरान् अनुप्रविष्टास् तथा एव कर्म कारयेयुर् ग्राहयेयुश् च ॥
Spies under the disguise of old and notorious thieves may similarly associate with robbers and, instituting similar measures, cause the latter to be arrested.

hk transliteration by Sanscriptगृहीतान् समाहर्ता पौर जानपदानां दर्शयेत् "चोर ग्रहणीं विद्याम् अधीते राजा, तस्य उपदेशाद् इमे चोरा गृहीताः, भूयश् च ग्रहीष्यामि, वारयितव्यो वः स्व जनः पाप आचारह्" इति ॥
The Collector-general shall exhibit these arrested robbers and announce to the public that their arrest is due to the instructions obtained from the king who has learnt the divine art of catching robbers: „I shall similarly catch hold of other robbers again and again, and you, people, ought to prevent any one of your own kinsmen from his wicked deeds.‟

hk transliteration by Sanscriptयं च अत्र अपसर्प उपदेशेन शम्या प्रतोद आदीनाम् अपहर्तारं जानीयात् तम् एषां प्रत्यादिशेत् "एष राज्ञः प्रभावः" इति ॥
Whoever is known, through the information of spies, to have been a robber of yoking ropes, whips and other (agricultural) implements may be arrested and told that his arrest is due to the omniscient power of the king.

yaM ca atra apasarpa upadezena zamyA pratoda AdInAm apahartAraM jAnIyAt tam eSAM pratyAdizet "eSa rAjJaH prabhAvaH" iti ॥

Spies under the disguise of old and notorious robbers, herdsmen, hunters, or keepers of hounds may mix themselves with criminal tribes living in forests, and conspire with them to attack villages or caravanserais which, according to previous plan, contain plenty of counterfeit gold and other articles.
