यश् च अस्य पर विषये संचारं कुर्यात् तम् अनुप्रविश्य मन्त्रं विद्यात् ॥
Whoever in a foreign country carries out the work of such a niggardly person shall be prevailed upon to give out the secret.
english translation
yaz ca asya para viSaye saMcAraM kuryAt tam anupravizya mantraM vidyAt ॥
hk transliteration by Sanscriptसुविदिते शत्रु शासन अपदेशेन एनं घातयेत् ॥
When the secret is known, the niggardly person shall be murdered apparently under the orders of (his) avowed enemy.
english translation
suvidite zatru zAsana apadezena enaM ghAtayet ॥
hk transliteration by Sanscriptतस्माद् अस्य अध्यक्षाः संख्यायक लेखक रूप दर्शक नीवी ग्राहक उत्तर अध्यक्ष सखाः कर्मणि कुर्युः ॥
Hence the superintendents of all the departments shall carry on their respective works in company with accountants, writers, coin-examiners, the treasurers, and military officers (uttarádhyaksha).
english translation
tasmAd asya adhyakSAH saMkhyAyaka lekhaka rUpa darzaka nIvI grAhaka uttara adhyakSa sakhAH karmaNi kuryuH ॥
hk transliteration by Sanscriptउत्तर अध्यक्षा हस्ति अश्व रथ आरोहाः ॥
Those who attend upon military officers and are noted for their honesty and good conduct shall be spies to watch the conduct of accountants and other clerks.
english translation
uttara adhyakSA hasti azva ratha ArohAH ॥
hk transliteration by Sanscriptतेषाम् अन्तेवासिनः शिल्प शौच युक्ताः संख्यायक आदीनाम् अपसर्पाः ॥
Their attendants, endowed with integrity and proper conduct, shall be spies to monitor the accountants and others.

teSAm antevAsinaH zilpa zauca yuktAH saMkhyAyaka AdInAm apasarpAH ॥
