समाहर्तृवन् नागरिको नगरं चिन्तयेत् ॥
LIKE the Collector-general, the Officer in charge of the Capital City (Nágaraka) shall look to the affairs of the capital.

hk transliteration by Sanscriptदश कुलीं गोपो विंशति कुलीं चत्वारिंशत् कुलीं वा ॥
A Gopa shall keep the accounts of ten households, twenty households, or forty households.

daza kulIM gopo viMzati kulIM catvAriMzat kulIM vA ॥
hk transliteration by Sanscriptस तस्यां स्त्री पुरुषाणां जाति गोत्र नाम कर्मभिः जङ्घ अग्रम् आय व्ययौ च विद्यात् ॥
He shall not only know the caste, gotra, the name, and occupation of both men and women in those households, but also ascertain their income and expenditure.
english translation
sa tasyAM strI puruSANAM jAti gotra nAma karmabhiH jaGgha agram Aya vyayau ca vidyAt ॥
hk transliteration by Sanscriptएवं दुर्ग चतुर् भागं स्थानिकश् चिन्तयेत् ॥
Likewise, the officer known as Sthánika shall attend to the accounts of the four quarters of the capital.

hk transliteration by Sanscriptधर्म आवसथिनः पाषण्डि पथिकान् आवेद्य वासयेयुः, स्व प्रत्ययाश् च तपस्विनः श्रोत्रियांश् च ॥
Managers of charitable institutions shall send information (to Gopa or Sthánika) as to any heretics (Páshanda) and travellers arriving to reside therein. They shall allow ascetics and men learned in the Vedas to reside in such places only when those persons are known to be of reliable character.
