सदोषम् आयति प्रदर्शनम् अभिभर्त्सनम् ॥
Pointing out the evil consequences that may occur in future is threat (abhibartsanam).

sadoSam Ayati pradarzanam abhibhartsanam ॥
hk transliteration by Sanscriptअनुनयस् त्रिविधो अर्थ कृताव् अतिक्रमे पुरुष आदि व्यसने च इति ॥
Persuasion is of three kinds: that made for the purpose of money, that made in case of one's failure to fulfill a promise, and that made on occasion of any trouble.

anunayas trividho artha kRtAv atikrame puruSa Adi vyasane ca iti ॥
hk transliteration by Sanscriptप्रज्ञापन आज्ञा परिदान लेखास् तथा परीहार निसृष्टि लेखौ । प्रावृत्तिकश् च प्रतिलेख एव सर्वत्रगश् च इति हि शासनानि ॥
Also writs of information, of command, and of gift; likewise writs of remission, of licence, of guidance, of reply, and of general proclamation are other varieties.

prajJApana AjJA paridAna lekhAs tathA parIhAra nisRSTi lekhau । prAvRttikaz ca pratilekha eva sarvatragaz ca iti hi zAsanAni ॥
hk transliteration by Sanscriptअनेन विज्ञापितम् एवम् आह तद् दीयतां चेद् यदि तत्त्वम् अस्ति । राज्ञः समीपे वर कारम् आह प्रज्ञापना एषा विविधा उपदिष्टा ॥
Thus says (the messenger); so says (the king); if there is any truth in this (statement of the messenger), then the thing (agreed to) should at once be surrendered; (the messenger) has informed the king of all the deeds of the enemy. (Parakára);—this is the writ of information which is held to be of various forms.
english translation
anena vijJApitam evam Aha tad dIyatAM ced yadi tattvam asti । rAjJaH samIpe vara kAram Aha prajJApanA eSA vividhA upadiSTA ॥
hk transliteration by Sanscriptभर्तुर् आज्ञा भवेद् यत्र निग्रह अनुग्रहौ प्रति । विशेषेण तु भृत्येषु तद् आज्ञा लेख लक्षणम् ॥
Wherever and especially regarding Government servants the king's order either for punishment or for rewards is issued, it is called writ of command (ájnálékha).

bhartur AjJA bhaved yatra nigraha anugrahau prati । vizeSeNa tu bhRtyeSu tad AjJA lekha lakSaNam ॥
