परस्पर द्वेष वैर भूमि हरण शङ्कितम् अतो अन्यतमेन भेदयेत् ॥
When any two kings are apprehensive of enmity and seizure of land from each other, seeds of dissension may be sown between them.
english translation
paraspara dveSa vaira bhUmi haraNa zaGkitam ato anyatamena bhedayet ॥
hk transliteration by Sanscriptभीरुं वा प्रतिघातेन "कृत संधिर् एष त्वयि कर्म करिष्यति, मित्रम् अस्य निसृष्टम्, संधौ वा न अभ्यन्तरः" इति ॥
The timid of the two may be threatened with destruction and may be told: "Having made peace with you, this king works against you; the friend of this other king is permitted to make an open peace."
english translation
bhIruM vA pratighAtena "kRta saMdhir eSa tvayi karma kariSyati, mitram asya nisRSTam, saMdhau vA na abhyantaraH" iti ॥
hk transliteration by Sanscriptयस्य वा स्व देशाद् अन्य देशाद् वा पण्यानि पण्य अगारतया आगच्छेयुः तानि अस्य "यातव्याल् लब्धानि" इति सत्त्रिणश् चारयेयुः ॥
When from one's own country or from another's country merchandise or commodities for manufacture in a manufactory are going to an enemy's country, spies may spread the information that those commodities are obtained from one whom the enemy wanted to march against.

yasya vA sva dezAd anya dezAd vA paNyAni paNya agAratayA AgaccheyuH tAni asya "yAtavyAl labdhAni" iti sattriNaz cArayeyuH ॥
hk transliteration by Sanscriptबहुली भूते शासनम् अभित्यक्तेन प्रेषयेत् "एतत् ते पण्यं पण्य अगारं वा मया ते प्रेषितम्, सामवायिकेषु विक्रमस्व, अपगच्छ वा, ततः पण शेषम् अवाप्स्यसि" इति ॥
When commodities are thus gathered in abundance (the owner of the articles) may send a message to the enemy: "These commodities and merchandise are sent by me to you; please declare war against the combined kings or desert them; you will then get the rest of the tribute."

bahulI bhUte zAsanam abhityaktena preSayet "etat te paNyaM paNya agAraM vA mayA te preSitam, sAmavAyikeSu vikramasva, apagaccha vA, tataH paNa zeSam avApsyasi" iti ॥
hk transliteration by Sanscriptततः सत्त्रिणः परेषु ग्राहयेयुः "एतद् अरि प्रदत्तम्" इति ॥
Then spies may inform the other kings of the combination; "These articles are given to him by your enemy."

tataH sattriNaH pareSu grAhayeyuH "etad ari pradattam" iti ॥
