Arthashastra
यस्य वा स्व देशाद् अन्य देशाद् वा पण्यानि पण्य अगारतया आगच्छेयुः तानि अस्य "यातव्याल् लब्धानि" इति सत्त्रिणश् चारयेयुः ॥
When from one's own country or from another's country merchandise or commodities for manufacture in a manufactory are going to an enemy's country, spies may spread the information that those commodities are obtained from one whom the enemy wanted to march against.
english translation
yasya vA sva dezAd anya dezAd vA paNyAni paNya agAratayA AgaccheyuH tAni asya "yAtavyAl labdhAni" iti sattriNaz cArayeyuH ॥
