यदि स्युर्बहवो लोके शास्तारो दण्डधारिणः । कस्य स्यातां न वा कस्य मृत्युश्चामृतमेव वा ॥ ६-३-५ ॥
If in this universe there are many rulers and justices who disagree about punishment and reward, their contradictory actions will neutralize each other, and no one will be punished or rewarded. Otherwise, if their contradictory acts fail to neutralize each other, everyone will have to be both punished and rewarded. ॥ 6-3-5 ॥

यदि इस ब्रह्माण्ड में अनेक शासक तथा न्यायकर्ता हैं, जो दण्ड तथा पुरस्कार के विषय में मतभेद रखते हों, तो उनके विरोधी कार्य एक दूसरे को प्रभावहीन कर देंगे और न तो कोई दण्डित होगा न पुरस्कृत होगा। अन्यथा, यदि उनके विरोधी कार्य एक दूसरे को प्रभावहीन नहीं कर पाते तो हर एक को दण्ड तथा पुरस्कार दोनों ही देने होंगे। ॥ ६-३-५ ॥
