किन्तु शास्तृबहुत्वे स्याद्बहूनामिह कर्मिणाम् । शास्तृत्वमुपचारो हि यथा मण्डलवर्तिनाम् ।। ६-३-६ ।।

The Yamadūtas continued: Since there are many different karmīs, or workers, there may be different judges or rulers to give them justice, but just as one central emperor controls different departmental rulers, there must be one supreme controller to guide all the judges. ।। 6-3-6 ।।

english translation

यमदूतों ने आगे कहा : चूँकि कर्मी अनेक हैं, अतएव उनके न्याय करने वाले निर्णायक या शासक भिन्न-भिन्न हो सकते हैं, किन्तु जिस तरह एक केन्द्रीय सम्राट विभिन्न विभागीय शासकों को नियंत्रित करता है, उसी तरह सारे निर्णायकों के मार्गदर्शन हेतु एक परम नियन्ता होना चाहिए। ।। ६-३-६ ।।
