तस्य देवाधिदेवस्य शिवस्य वरदायिनः ॥ साक्षान्नमश्शिवायेति मंत्रो ऽयं वाचकः स्मृतः ॥ ४१ ॥
“Namaḥ Śivāya”, this mantra is directly expressive of Śiva, the overlord of the gods, the bestower of boons.

सप्तकोटिमहामंत्राः सर्वे सप्रणवाः परे ॥ तस्मिन्नेव विलीयंते पुनस्तस्माद्विनिर्गताः ॥ ४२ ॥
The seven crores of mantras including the Praṇava Om merge into this mantra and come out again.
english translation
सप्रसादाश्च ते मंत्राः स्वाधिकाराद्यपेक्षया ॥ सर्वाधिकारस्त्वेको ऽयं मंत्र एवेश्वराज्ञया ॥ ४३ ॥
Those Mantras are also beneficent with regard to those who are authorized therein. At the behest of the lord every one is authorized in this Mantra.

यथा निकृष्टानुत्कृष्टान्सर्वानप्यात्मनः शिवः ॥ क्षमते रक्षितुं तद्वन्मंत्रो ऽयमपि सर्वदा ॥ ४४ ॥
Just as Śiva, this mantra too is capable of protecting all Atmans base or excellent.
english translation
प्रबलश्च तथा ह्येष मंत्रो मन्त्रान्तरादपि ॥ सर्वरक्षाक्षमो ऽप्येष नापरः कश्चिदिष्यते ॥ ४५ ॥
This mantra is stronger than any other mantra. Only this and no other mantra is capable of protecting all.
