पूजां रुद्रप्रधानेन कृत्वा वस्त्रं सुसुन्दरम् ॥ शिवोपरि न्यसेत्तत्र तंदुलार्पणमुत्तमम् ॥2-1-14-४०

Worship of Rudra shall be performed at first and a fine cloth shall be spread over the liṅga. The rice grains shall be put over the cloth at the time of worship.
