Even if they are devoid of the ultimate perfect knowledge, no defect or deficiency can be ascribed to them. Rules regarding what shall be done and what shall not be done are not binding on them.

Although the sun is situated in one place, for the sake of the perceptions of the world, he appears in many forms— just as a single object appears multiplied when reflected in different vessels of water.

pratyayArthaM ca jagatAmekastho'pi divAkaraH|| eko'pi bahudhA dRSTo jalAdhArAdivastuSu || 59 ||

Whatever is seen or heard in this world, whether it appears as real or unreal, all of it, without exception, is verily of the nature of the Supreme Brahman, Shiva, the Absolute.
