Manusmriti
मध्यमस्य प्रचारं च विजिगीषोश्च चेष्टितम् । उदासीनप्रचारं च शत्रोश्चैव प्रयत्नतः ॥ १५५ ॥
On the conduct of the middlemost (prince), on the doings of him who seeks conquest, on the behaviour of the neutral (king), and (on that) of the foe (let him) sedulously (meditate).
english translation
madhyamasya pracAraM ca vijigISozca ceSTitam । udAsInapracAraM ca zatrozcaiva prayatnataH ॥ 155 ॥
