सन्ध्याविकाराः परिवेषखण्डा नद्यः प्रतीपा दिवि तूर्यनादाः । अन्यच्च यत्स्यात्प्रकृतेः प्रतीपं तन्मण्डलैरेव फलं निगाद्यम् ॥ ३२-२६ ॥

Unnatural colors or distortions of the twilight (dawn/dusk), incomplete or fragmented haloes around the sun or moon, rivers flowing backward (upstream), and the sound of trumpets or celestial instruments heard from the sky; Whatever else appears that is contrary to the laws of Nature—all such phenomena should have their effects predicted according to the specific 'Mandala' (territory or planetary circle) in which they occur.

sandhyAvikArAH pariveSakhaNDA nadyaH pratIpA divi tUryanAdAH । anyacca yatsyAtprakRteH pratIpaM tanmaNDalaireva phalaM nigAdyam ॥ 32-26 ॥

हन्त्यैन्द्रो वायव्यं वायुश्चाप्यैन्द्रं एवं अन्योन्यम् । वारुणहौतभुजावपि वेलानक्षत्रजाः कम्पाः ॥ ३२-२७ ॥

The Indra-mandala (East/Earth) destroys ॥ the effects of॥ the Vayu-mandala (North-West/Air), and the Vayu-mandala likewise destroys the Indra-mandala; in the same way, the Varuna-mandala (West/Water) and the Agni-mandala (South-East/Fire) counteract each other. Furthermore, the effects of earthquakes (Kampa) are determined specifically by the time of day (Vela) and the lunar mansion (Nakshatra) in which they occur.

प्रथितनरेश्वरमरणव्यसनान्याग्नेयवायुमण्डलयोः । क्षुद्भयमरकावृष्टिभिरुपताप्यन्ते जनाश्च अपि ॥ ३२-२८ ॥

In the Agni (Fire) and Vayu (Air) Mandalas, ॥ such omens॥ portend the death of famous kings and great calamities. Furthermore, the people are tormented by the fears of hunger (famine), deadly epidemics (Maraka), and a total lack of rain (Avrishti).

वारुणपौरन्दरयोः सुभिक्षशिववृष्टिहार्दयो लोके । गावो अतिभूरिपयसो निवृत्तवैराश्च भूपालाः ॥ ३२-२९ ॥

In the Varuna (Water) and Paurandara (Indra/Earth) Mandalas, ॥ such signs॥ bring abundance of food, auspicious rains, and happiness to the world. The cows yield extremely profuse milk, and the kings (rulers) abandon their hostilities and become peaceful.

vAruNapaurandarayoH subhikSazivavRSTihArdayo loke । gAvo atibhUripayaso nivRttavairAzca bhUpAlAH ॥ 32-29 ॥

पक्षैश्चतुर्भिरनिलस्त्रिभिरग्निर्देवराट्च सप्ताहात् । सद्यः फलति च वरुणो येषु न कालो अद्भुतेषुउक्तः ॥ ३२-३० ॥

The effects of the Anila (Vayu/Air) Mandala manifest in four fortnights (two months); those of Agni (Fire) in three fortnights (one and a half months); and those of Devarat (Indra/Earth) within seven days. The Varuna (Water) Mandala bears fruit immediately (Sadyah). These timings apply to all wonders/portents where a specific time has not been otherwise stated.
